Move up and Down the Div Block with Dynamic content

I am having a kind of project where i want to move the div block with dynamic content, up and Down, similiar to yahoo homepage.(Move Top and Move Down With arrow Markd in Yahoo)

Is it possible to do, do u guys have any idea pls help me.
